Enhancement of the financial and economical expertise procedures of the public programs in the Russian Federation

The article reviews some suggestions for enhancement of the financial and economical expertise procedures of the governmental (public) programs in the Russian Federation at stage of a draft by establishing a legislative and methodological base and introduction the unified requirements to planning, execution and the expertise resulting in the federal, regional and municipal level. Reviewed some assumptions regarding extension of the judicial power of the auditorial authorities by their involvement in elaboration and adjustment of the social and economic development prognosis and by the expertise extension to the strategy planning process in regions of the Russian Federation.
